Title: Executive Director Olde English Consortium

Qualifications:

1.  Masters’ degree from an accredited college required, doctorate degree preferred.

2.  Administrative experience in leadership positions.

3.  Experience in budget preparation.

4.  Strong communication skills.

5.  Such alternatives to the above qualifications as the board may find appropriate and acceptable.

Reports to: Olde English Consortium (OEC) Board of Directors

Terms of Employment: 240 Days, Part-Time

Supervises: All staff employed by the Olde English Consortium

 Position Goal: To administer consortium programs and services to member school districts/institutions in an effective, efficient manner and to support member districts/institutions in achieving their missions through advocacy, leadership, and collaboration.

1.  Planning, organizing, and directing all staff activities.

2.  Assuring the timely and ethical exercise of responsibilities associated with conducting the directives and activities of the consortium

3.  Supporting the consortium in creating a vision for education improvement and establishing an agenda to address goals and objectives.

Major Responsibilities:

Major Tasks:                       

1.  Organize and staff the consortium.

        a.     Organize authorized positions into major work areas

        b.     Continually monitor staff to meet changing needs

        c.     Maximize employee productivity

 2.  Plan and manage the consortium’s fiscal resources.

       a.     Systematically plan, budget, and reallocate (as required) available fiscal resources

       b.     Produce budget reports at regular meetings. Review program and budget status

       c.     Utilize all resources legally, ethically, and productively to prevent unauthorized budget deficits

 3.  Provide leadership to staff and member districts in identifying, establishing, and executing activities to accomplish objectives for the consortium.

       a.     Adopt annual activities directed toward accomplishing consortium goals/activities

       b.     Plan, adopt, and adjust (as required) annual activities

       c.     Establish an accountability system for the timely and efficient accomplishment of

4.  Plan and coordinate delivery of services which cross a variety of district and other organizational lines.

      a.     Identify and develop action plans and alternatives for service and activities

      b.     Meet with appropriate staff, contractors, and allied organizations (as required) to plan, develop, and execute service requirements

      c.     Provide required services in an agreed-upon manner

5.  Perform special duties as requested by the board of directors, member districts, and other appropriate entities.

      a.     Accommodate requests received by the Executive Director

      b.     Evaluate requests and allocate resources

      c.     Respond in the most appropriate manner to professional and general public requests for services

Specific Responsibilities:  Serve as the consortium's executive officer, secretary $ chief advisor.

Further Responsibilities Include: 

1.  Serve as the chief administrative officer of the consortium’s staff.

2.  Serve as an initiator and a catalyst to the board of directors—carrying out the business of the organization.

3.  Develop plans and inform the board of directors of resources needed to implement its actions.

4.  Oversee management of the consortium’s day-to-day operations (coordinating all of the consortium’s activities).

5.  Employ consultants, when deemed necessary, within budget consideration.

6.  Supervise the development and implementation of special programs that will provide successful and meaningful in-school experiences for all students in the OEC area.

7.  Provide leadership and professional development opportunities for administrators and teachers.

8.  Support efforts of the districts to recruit, induct, and retain qualified staff in critical areas.

9.  Provide board members with appropriate and accurate agenda materials

10.  Prepare and monitor the consortium’s budget and administer and account for the consortium's fiscal resources in accordance with purchasing and expenditure rules and accepted good business practices.

11.  Attend and participate in all regular and special meetings of the board and make recommendations of any nature affecting the consortium.

12.  Evaluate personnel and consultant performance in harmony with consortium expectations.

13.  Recommend, assign, transfer, and dismiss all staff members as necessary to carry out the services required and requested by the board of directors.

14.  Attend such conventions, conferences, workshops, and/or in-services programs as are necessary to keep abreast of the latest educational trends.

15.  Serve as a liaison between members of the OEC and the state department of education, other school systems, other consortia, agencies, community organizations, and the public.

16.  The OEC Executive Director will not lobby. The Executive Director will provide the OEC Board with regular policy updates, as requested.

17.  Inform and gather input from staff and the board on those issues affecting the quality of instruction and/or funding of public schools.

18.  Establish and maintain effective means of communication internally and externally.

19.  Advocate for OEC districts.

20.  Perform other duties as directed by the board of directors.

Evaluation:

Performance will be evaluated by the Board of Directors of the Olde English Consortium annually in January.
